Why FSPs Need a Supervision Compliance Pack
Supervision is not a paper exercise. It is a practical compliance control used when a representative does not yet meet one or more applicable competence requirements but may render financial services under supervision.
An FSP must be able to show that the representative was properly assessed, that a suitable supervisor was appointed, that supervision activities were actually performed, and that progress was monitored until the representative met the applicable competence requirements.
This Supervision Compliance Pack helps address common weaknesses such as:
- No signed supervision agreement in place
- No clear record of why supervision is required
- No documented supervision level or intensity
- No activity register showing coaching, training, file reviews or sign-offs
- No monthly review record
- No quarterly progress report
- No evidence-based process for reducing supervision intensity
- No interruption record where supervision is paused or delayed
- No finalisation certificate when supervision ends
- No complete supervision file index for audit or FSCA queries
Supervision Agreement and Arrangements
The pack includes a detailed supervision agreement that records the FSP name, FSP number, supervised representative, supervisor, key individual, effective date, reason for supervision and authorised product scope.
It also includes practical fields for supervision activities, frequency, prior approval requirements and evidence required. This helps the FSP document what the representative may do, what must be reviewed, and when the supervisor must sign off.
Monthly and Quarterly Supervision Records
The monthly review record allows the FSP to track file reviews, client meetings observed, transactions signed off, product knowledge, disclosure quality, advice process, FICA/RMCP compliance where applicable, complaints and progress toward competence deadlines.
The quarterly progress report helps the FSP decide whether to continue direct supervision, reduce supervision intensity, escalate supervision or finalise supervision based on evidence.
Finalisation of Supervision
The finalisation certificate should only be used once the FSP, supervisor and representative are satisfied that the applicable competence requirements have been met and that the representative can perform the authorised functions without further supervision.
The pack includes fields to record completion of product-specific training, class of business training, regulatory examination, recognised qualification, experience, CPD where applicable, client file quality review, unresolved complaints and register updates.
Who Should Use This Supervision Compliance Pack?
- Authorised Financial Services Providers
- Key Individuals responsible for representative oversight
- FSPs appointing representatives under supervision
- Supervisors responsible for coaching and monitoring representatives
- Compliance officers assisting FSPs with supervision records
- Representatives completing outstanding competence requirements
- FSPs preparing for compliance monitoring or FSCA queries
Editable and Customisable FAIS Supervision Templates
This Supervision Compliance Pack is editable and must be customised before use. The FSP must insert its name, FSP number, representative details, supervisor details, product categories, supervision level, competence deadlines, review frequency, evidence location and approval details.
The pack includes client notes to guide customisation. These notes should be removed before the final documents are approved and implemented by the FSP.
Important Compliance Note
This Supervision Compliance Pack is a compliance support document and does not replace legal advice, compliance advice or a full fit and proper assessment. Each FSP remains responsible for ensuring that its supervision arrangements are accurate, lawful, implemented, monitored and aligned with its licence categories, representative structure and current regulatory requirements.
